National Industry Plan 4.0 > Transition 4.0

The objective of the Plan is to encourage the adoption of digital technologies in production processes in order to generate, share and manage information related to the generation of added value between the various components of the economic system.

The objectives are those of: Objectives
➢ To stimulate private investments
➢ Give stability and certainty to companies with measures that take effect from November 2020 to June 2023.

Mandatory characteristics of TANGIBLE goods:
1. Control by means of CNC or PLC
2. Interconnection to factory computer systems with
remote loading of instructions and / or part programs
3. Automated integration with the logistics system of
factory or with the supply network and / or with other machines of the
productive cycle
4. Simple and intuitive interface between man and machine
5. Compliance with the latest safety, health and safety parameters
occupational hygiene.

By Appraisal we mean a technical report drawn up by an “Expert”, ie by
an expert in a particular discipline
There are 3 types of appraisals
1. Simple appraisal – is a technical opinion of a particular situation
drawn up and signed by a qualified professional (engineer, architect,
surveyor, doctor …)
2. Sworn appraisal – the qualified expert (technician enrolled in his own Register
professional) signs its own appraisal confirming the certainty of the
contents “under your own personal responsibility” and certifying, with
a specific declaration reported in the report itself, the truthfulness; they
thus responds criminally for any false ideologies, as well as
materials, contained therein.

3. Sworn appraisal (sworn appraisal with oath) – is an appraisal which,
in addition to the signature of the professional who certifies the veracity of the
content, reports at the bottom a formula of oath to “have good and
faithfully fulfilled the task entrusted to him for the sole purpose of doing
know the truth “, made by the same Expert before the Chancellor of
a judicial office, including that of the Justice of the Peace, pursuant to
of art. 5 of the R.D. No. 1366/22, or before a notary, pursuant to art. 1,
paragraph 1, point n ° 4, of the R.D. n ° 1666/37.

The Appraisal provided for by the Transition Plan 4.0 aims to ascertain:
1. The existence of the characteristics defined in Annex A or B and the
existence of the 5 mandatory characteristics and at least 2 of the 3 of the
further provided
2. The presence of interconnection to the company management system of the
production or supply network
It also must be produced within the tax period in which the asset comes into
function, or, if later, within the tax period in which the asset is
interconnected to the company system.

The EXPERT in itself can be simple, while the TECHNICAL ANALYSIS certainly
it is not and it involves commitment, dedication and technical skills.
In drafting the technical analysis, a series of doubts will have to be answered
on the inclusion or otherwise of costs in the appraisal for the purpose of the benefit, such as:
– Costs related to the demolition and reconstruction of plants for the insertion of the
well in the factory,
– Expenses related to and related to revamping or modernization.
